Democratic candidates running for Congress are adopting sharply divergent policy positions on Israel, immigration, transgender rights, and health care. The divergence reflects a strategic effort to recover control of both chambers of the legislature from the Republican Party. Two years after Donald Trump returned to the White House, the party faces intensified internal conflicts between establishment moderates and progressive populists.

The strategic adjustments are driven by specific district dynamics. Establishment figures have struggled to contain the influence of groups like the Democratic Socialists of America. As a result, policy platforms now vary significantly depending on the geographic location of the race rather than adhering to a unified national platform.

The most visible shift concerns US support for Israel. A Pew Research Center survey conducted earlier this year indicated that 60 percent of US adults hold an unfavorable view of Israel. Among Democrats, that figure rises to 80 percent. The war in Gaza, which began following the October 7, 2023, Hamas attacks, has resulted in the deaths of more than 74,000 Palestinians according to available counts.

Senator Chris Coons of Delaware, who is positioned to chair the Senate Foreign Relations Committee if Democrats gain the majority, told Politico that he wants a thorough reexamination of the US-Israeli relationship. He stated he would consider sanctions against Prime Minister Benjamin Netanyahu. This stance contrasts with the 2024 campaign, when former Vice President Kamala Harris declined calls to feature a Palestinian American speaker at the Democratic National Convention. In a separate legislative move, 40 Democratic senators supported a motion disapproving military sales to Israel earlier this year, while only seven joined Republicans in blocking it.

On transgender rights, candidates in competitive districts have moderated their language regarding students in school sports. Representative Marcy Kaptur of Ohio ran an advertisement stating that boys should not play in girls' sports. Representative Don Davis of North Carolina called for a safe and fair space for women and girls. Senate candidate Annie Andrews of South Carolina said she opposes biological men playing in women's sports. Representative Alexandria Ocasio-Cortez of New York pushed back during a town hall in Portland, Maine. She told a transgender student that some in the party were wrong and expressed shame that people scare so easily after an election.

Immigration policy has also split the party. Customs and Border Protection recorded more than 8 million border encounters between 2021 and 2025. Senate candidate James Talarico of Texas identifies as a border security Democrat, backing stronger enforcement alongside reform. Lucas Holtz of Third Way noted that such proactive stances are effective. On the left, the fatal shootings of Renee Good and Alex Pretti by federal agents in Minneapolis have intensified calls to abolish or overhaul the Immigration and Customs Enforcement agency.

Health care debates center on the extent of government involvement. Michigan Senate candidate Abdul El-Sayed supports Medicare for All. In contrast, Andrews seeks to restore lapsed Affordable Care Act subsidies and limit insurer profits. KFF polling shows that 66 percent of US adults now support Medicare for All, a 13 point increase from October 2020. Holtz stated that all Democrats aim to move toward universal coverage in the best way possible.
