U.S. Secretary of State Marco Rubio and President Donald Trump have outlined a coordinated strategy to pressure the Cuban government, combining a public invitation for intelligence cooperation with a naval standoff proposal. The two actions, released on Friday, mark an escalation in Washington's effort to destabilize Havana's leadership.

Rubio posted a message on X urging Cubans who desire change to establish a "discrete partnership" with the Central Intelligence Agency. He cited local frustrations over corruption and unmet promises as reasons to act now. The CIA immediately reposted the appeal in both English and Spanish, adding a video that detailed the specific steps for individuals to contact the agency.

President Trump expanded on the military dimension of this strategy during a campaign rally in South Florida. He described a scenario where U.S. Navy warships, currently deployed near the Strait of Hormuz, would transit past the island. According to Trump, one vessel would stop approximately 50 yards off the Cuban coast. He stated that the crew would raise their hands in a gesture, after which Rubio would be sent to finalize a deal with the Cuban leadership.

The diplomatic and military messaging arrives as the U.S. tightens economic restrictions on the island. Washington announced new sanctions last week targeting Cuba's state-run bank, citing the institution's financial ties to Iran. These measures add to existing embargoes that have driven up prices for basic goods and reduced access to medical care for residents.

Havana has pushed back against the new rhetoric. Foreign Minister Bruno Rodriguez Parrilla responded on X to reject threats stemming from U.S. ambitions. He characterized the island's coastline as rugged and inhospitable to those arriving with hostile intentions. His comments served as a direct counter to the visual imagery of warships hovering near the beach described by Trump.

The 50-yard distance mentioned by the President provides a specific physical benchmark for the proposed naval maneuver. It suggests a close proximity that is more aggressive than previous naval deployments in the region. The CIA's video guide for contact offers a practical channel for potential allies inside Cuba, moving the strategy from abstract pressure to direct operational links.
