North Korea has begun mass-producing attack drones and is simultaneously upgrading its ballistic missile systems, a shift attributed largely to deepening military cooperation with Russia. The New York Times reported that Moscow is transferring military technologies to Pyongyang in exchange for soldiers, workers, and weapons.

The strategic alignment intensified after Russia launched its full-scale invasion of Ukraine. Since then, North Korea has used Russian assistance to modernize its armed forces. In early October, Pyongyang tested a tactical ballistic missile designed to carry a nuclear payload. South Korea and Japan calculated the missile's range at approximately 700 kilometers, whereas North Korea claimed a distance of 1,000 kilometers.

Seoul responded to the North Korean launch with a distinct change in protocol. Instead of issuing its usual short statement labeling the test provocative, South Korea conducted its first test-fire of a hypersonic ballistic missile five days later. President Lee Jae Myung observed the event. The New York Times described the move as a sign that Seoul is growing increasingly concerned about the speed of North Korean missile advancements.

Analyst Anton Ponomarenko stated that access to Russian deployment data and feedback has improved the accuracy and maneuverability of North Korean weapons. He characterized the resulting threat to South Korea as more substantial. Russia has also assisted Pyongyang in building unmanned systems and scaling production volumes. Pyongyang studied drone usage in Ukraine and the Middle East, noting how inexpensive unmanned aircraft can saturate expensive air defense networks.

During a military drill last month, North Korean forces executed a combined attack on a target island. A drone swarm struck the target while cruise and ballistic missiles hit it simultaneously from different directions. The New York Times argued that these evolving tactics will force South Korea and its allies to redesign air defense systems at high cost.

This development follows reports from Bloomberg in September regarding the labor exchange. Up to 25,000 North Korean citizens are believed to be working at Russian military plants, including facilities in Alabuga, Tatarstan, to produce military drones. A North Korean missile unit, potentially equipped with 120 ballistic missiles and six launchers for strikes against Ukraine, has begun deploying in western Russia. In August, Russia requested KN-30 ballistic missiles from North Korea, following North Korean tests of modernized rocket and artillery systems in June.
