Volodymyr Zelenskyy declared on the morning of 24 October that the speed caps on Starlink and Starshield satellite systems had been fully removed. In a video address, he stated that the networks now operate at the same high speeds they maintained before the restrictions began. He specifically noted that the current connection speed is sufficient for all required military operations.

The restoration of bandwidth directly impacts the defense against jet-powered Shahed drones. Zelenskyy described the recovery as vital for frontline logistics and air defense. He explained that speeds began climbing overnight and reached the necessary threshold by sunrise, allowing for the immediate resumption of high-data-rate communications.

Prior to the President's announcement, Ukrainian defense forces and Ministry of Defence experts observed the systems functioning at speeds exceeding 161 km/h. The Ministry of Defence subsequently issued an official statement confirming that it was registering stable connections above 400 km/h. This marked a sharp increase from the throttled levels reported in previous days.

The disruption had occurred just days earlier, when Zelenskyy reported that equipment in several sectors along the line of contact was limited to 130 to 161 km/h. This reduction hindered drone usage and slowed supply movements. The technical limitation prompted political scrutiny regarding the source of the bandwidth restrictions.

On 16 October, US President Donald Trump asserted that the White House was not involved in limiting Ukraine's access to the satellite networks. Separately, The Telegraph reported that SpaceX CEO Elon Musk had proposed the bandwidth restrictions to the US leadership. The recent restoration of full speed ends that period of operational uncertainty for Ukrainian command.
